Case Study: ADOT Upgrades Efficiency With a Custom Highway Sign Transport Trailer

Background:

You see them whenever you drive on the highway, but you probably never thought about what goes into putting those huge, green highway signs up.  The Arizona Department of Transportation (ADOT), with a single, primary location, needed a safer, more efficient way to transport aluminum highway signs across long distances, including routes that spanned Tucson, Phoenix,, and Flagstaff.

ADOT’s existing single A-frame trailer required the highway signs to be disassembled, separated from mounting brackets and hardware, and stowed in several pieces. The limitations required the sign and its hardware to be handled multiple times with a crane, and potentially hauled in numerous trips, substantially slowing down operations.

Faced with this challenge from ADOT, Fleming Trailers engineered a fully custom solution that increased capacity, reduced handling, protected high-value signage, met all OSHA safety requirements, and improved day-to-day workflow for ADOT crews statewide.

The Challenge:

ADOT’s original trailer created operational bottlenecks:

  • The old trailer was too small for full-size signs, meaning the signs had to be disassembled after production and reassembled at the final location
  • Multiple long-distance trips were required to complete a single job
  • Limited access to narrow or remote roads
  • No ability to stage full loads at the sign manufacturer

ADOT needed a trailer designed around how their crews actually work, not just a modified mass-market utility trailer.

The Solution:

Fleming Trailers designed a purpose-built highway sign transport trailer with major upgrades in usability and efficiency.

Unlike most trailer manufacturers, our approach is rooted in understanding how crews actually work in the field, then designing equipment that supports and improves that workflow. For ADOT, that meant creating a totally custom trailer, built not as a preset model, but around real operational challenges, day-to-day workflows, safety needs, and decades of government fleet experience.

Built for Full-Size Sign Transport

  • Enlarged A-frame capacity fits multiple fully assembled signs
  • Eliminates disassembly, extra crane lifts, and excessive handling

Engineered Around Field Safety

  • Strategic step placement ensures 3 points of contact
  • OSHA-compliant access
  • Integrated flood/work lights for day or night use

Cargo Protection & Durability

  • Rumber decking prevents scratching on aluminum signs
  • Heavy-duty steel channel on A-frames for long-term structural strength
  • I-beam design compatible with ADOT’s latch systems

Flexible, Job-Ready Workflow

  • Integrated E-track for secure tie-down
  • Can be dropped at the sign manufacturer and loaded once as a staging trailer
  • Compact enough for tight city streets and remote rural routes

Key Results:

Fewer Trips Across Arizona

Increased capacity reduced long hauls between Tucson, Phoenix, and Flagstaff.

Safer, Faster Loading

Full-size signs load directly onto A-frames with fewer crane lifts and fewer touchpoints.

Protected High-Value Signage

Rumber decking and optimized tie-down systems reduced wear and scratching.

Improved Workflow & Efficiency

The trailer now doubles as a staging unit, loaded once and delivered job-ready.

Built to Last for Decades

Heavy-duty construction and a design rooted in field experience ensure longevity for state fleet operations.

ADOT’s crews said the new trailer was “exactly what we needed,” noting that every detail reflected how they actually work in the field. Instead of trying to make a mass-market utility trailer work for a highly specialized job, Fleming engineered a solution built precisely for ADOT’s application, resulting in a safer, faster, and dramatically more efficient workflow.

Trailers Built for the Way You Work–Not the Other Way Around

The success of this build reflects Fleming Trailers’ core belief that the right equipment isn’t bought, it’s engineered. With deep experience serving government agencies, Fleming brings together practical field knowledge, proven design expertise, and a long-standing commitment to quality. When performance, safety, and longevity matter, choosing a custom-built Fleming trailer means investing in a solution that is purpose-driven and built to exceed expectations.
